In Washington, a New York Times report that Pakistan’s Inter-Services Intelligence agency is directly assisting militant groups fighting against U.S. and NATO forces in Afghanistan has barely raised an eyebrow. Veteran Pakistan watchers here have known — or suspected — as much for several years.
