For padding payrolls in the Street Cleaning Department, to the extent of
perhaps $5,000,000 per annum, three public servants of New York City
were last week sentenced to Sing Sing prison. A foreman, William J.
Lougheed, had “peached” on William J. Oswald, his superintendent, and
Benjamin J. Stoeber, Lougheed's assistant.For conspiring to graft on city sewer contracts , three
other public servants of New York City and one private citizen were
indicted last week after long investigations—Maurice E. Connolly,
onetime President of the Borough of Queens; John M. Phillips,
a sewer-pipe agent, friend of Connolly; Frederick B. Seeley, city
engineer; Clifford B. Moore, consulting engineer.
